To attract talent, the government plans to trawl for foreign professionals to work in Hong Kong and encourage those who left during the COVID-19 pandemic to return. The Top Talent Pass Scheme has already facilitated the arrival of over 66,000 talents from top global universities.

Additionally, the government aims to broaden its talent pool by updating the talent list and establishing a Committee on Education, Technology, and Talents.

Furthermore, Hong Kong hopes to attract talented international students through the "Study in Hong Kong" initiative, leveraging its top-ranking universities and scholarship programs, particularly targeting students from countries involved in the Belt and Road Initiative.
