Policy Address 2024 | Wong Wai-lun: HK to launch low-altitude economy pilot program by year-end
Chief Executive John Lee delivered his third Policy Address, which included a plan to develop the low-altitude economy. Deputy Financial Secretary Mr. Wong Wai-lun, speaking at a press conference today (Oct. 19), announced that the government would collaborate with industry stakeholders and partner institutions to launch a pilot program for the low-altitude economy. The first meeting on low-altitude infrastructure development is expected to take place next month.
Wong stated that the program will begin accepting applications by the end of this year, with the aim of gradually rolling out a "supervisory sandbox" by early next year.
In the initial phase, the focus will be on aerial monitoring and drone cargo services, with routes covering areas of varying landscapes, terrain, and development density, including Science and Technology Park, Cyberport, Islands District, and the Northern Metropolis, he added.
He also mentioned that the project would require legal amendments, including the creation of a regulatory framework for drones weighing over 25 kilograms, to enable broader applications of drone cargo services. The government aims to submit the draft legislation to the Legislative Council in the first half of next year, hoping for its approval within the current legislative term.
Additionally, the authorities will actively engage in discussions with the Mainland to establish cross-boundary flight routes and procedures for customs clearance and infrastructure support, laying the groundwork for cross-boundary helicopter and logistics services.
