Policy Address 2024 | Secretary for Education: Govt to regularly review non-local students quota and promote internationalization

Following Chief Executive John Lee's third Policy Address, Secretary for Education, Dr. Choi Yuk-lin, addressed concerns about the increasing number of mainland students in local universities during a policy briefing today (Oct. 18).

Choi was asked whether the government would consider imposing a cap on the number of non-local students, particularly those from Chinese Mainland, at the eight publicly funded universities. In response, she stated that the government regularly reviews the 40% quota for non-local students and noted that the majority of these students come from the mainland, which she described as a global trend.

Choi acknowledged that most non-local students currently come from the Mainland, reflecting a worldwide trend, but she also pointed out that a significant number of students are from other Asian countries and regions. The government is also actively expanding student exchanges with countries along the Belt and Road Initiative, as well as with Europe and the US.

Last year's Policy Address had already raised the cap on non-local students at the eight funded universities from 20% to 40%. Moving forward, Choi emphasized that the government will continue to promote the internationalization and diversification of HK's universities. The 40% limit will be regularly reviewed to assess whether it aligns with the goal of positioning HK as a global higher education hub, with adjustments made if necessary.
