The Hong Kong Special Administrative Region (HKSAR) government is actively promoting the development of New Quality Productive Forces in Hong Kong to lead industrial innovation. Under the "One Country, Two Systems" framework, Hong Kong enjoys the unique advantage of being connected to the motherland while linking to the world, making it an important hub for domestic and international dual circulation. Hong Kong must actively attract investment and be a "super-connector" and "super value creator."
Lee pointed out that Hong Kong is the only Asian city with five universities ranked among the top in the world, gathering outstanding scholars from local and international backgrounds with a strong foundation in research. Leveraging Hong Kong's unique advantages, the HKSAR government is accelerating the development of New Quality Productive Forces from four directions:
1. **Continuously Strengthening Innovation Efforts**: The government is actively nurturing and expanding emerging industries, focusing on high-tech, high-efficiency, and high-quality fields to enhance new momentum for development, making Hong Kong a breeding ground for new technologies, products, and models.
2. **Building a Modern Industrial System**: The government is promoting new industrialization, encouraging traditional manufacturing to leverage innovative technologies for smart and high-end development, facilitating the integration of the digital economy with the real economy, and enhancing overall industrial competitiveness.
3. **Actively Promoting Efficient Collaboration Across Five Domains**: The government aims to fully leverage the strengths of different sectors, working together for mutual advancement.
4. **Further Improving the Innovation and Technology Industry Chain and Supply Chain**: The government is committed to providing broader entrepreneurial and employment opportunities for innovation and technology talent, encouraging collaboration between industry and academia to cultivate innovative talent and offer richer practical opportunities. Additionally, the government will continue to refine talent policies to attract more top global innovative talent, establishing Hong Kong as a hub for international high-end talent.
In conclusion, Lee stated that the government will continue to unite and empower the industry to achieve breakthroughs, adapt, and seek change, using New Quality Productive Forces to drive high-quality development and contribute to the comprehensive advancement of national construction and the nation's great rejuvenation.
