Macao's efficient and fair judicial system 'crucial' for solving social problems: Sam Hou-fai

The new Chief Executive election in Macao will be held on October 13. The current Chief Executive, Ho Iat-seng, previously announced on Aug. 21 that he will not seek re-election. Former President of the Court of Final Appeal and current member of the Independent Committee for the Recommendation of Judges of the Macao Special Administrative Region, Sam Hou-fai, held a press conference this morning (Aug. 28) to announce his candidacy for the sixth Chief Executive of the Macao SAR.

Sam graduated from the Law Department of Peking University and completed a course in Portuguese Language, Culture, and Law at the University of Coimbra in Portugal. In 1995, he became one of the first judicial advisers in the courts while working at both the court and the prosecution office. In 1997, he served as a judge at the Court of First Instance and was later elected as a member of the Council of Justice. On December 20, 1999, he was appointed by the Chief Executive as the President of the Court of Final Appeal of the Macao SAR.

During the press conference today, when responding to the media's questions, Sam stated that he has worked in the judicial system for a long time, emphasizing that courts and hospitals are places for resolving issues, so the efficient handling of operations at these two places means much for social stability.

"In the judicial aspect, Macao is a place where interpersonal relationships are very important... When conflicts arise and relationships become tense, the courts must resolve social disputes through legal rulings."

He highlighted that an efficient and fair judicial system that reflects justice is crucial for addressing social problems and ensuring that society operates in a stable and orderly manner.

According to Sam, the future development direction of Macao should closely follow the positioning given to it by the nation, leveraging its advantages to integrate into the national development agenda, as well as using its unique position and strengths to serve the national development agenda and the country's reform and opening-up.
