During a televised address on the 23rd, Russian President Putin described the attack as a meticulously planned, bloody, and savage act of terror, a prepared and organized mass slaughter of unarmed civilians. He stated, "The criminals calmly and purposefully killed our citizens, our children, at close range."
Currently, Russian authorities have arrested 11 individuals, including four directly involved in the terrorist attack. According to a Russian Ministry of Internal Affairs spokeswoman, Irina Volk, all four are foreign nationals.
On the 23rd, the four individuals directly involved in the Moscow music hall terror attack, who were captured in the Bryansk region of Russia, were transported to Moscow and are currently being interrogated and investigated by the Russian Federal Investigative Committee.
Preliminary investigations indicate that the terrorists used automatic weapons during the attack and set fires using flammable liquids. Gunshot wounds and poisoning from the burning materials are the primary causes of death among the victims.
