Watch This | HK will be safer than ever after Article 23 legislation, Junius Ho tells UN

Hong Kong will be safer than ever before, and human rights and the duties to such rights will continue to be observed and exercised in the city, said Junius Ho Kwan-yiu, HK's lawmaker, on Tuesday (March 12).

Ho made the remarks in an interactive dialogue with the Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism, Ben Saul at the 55th session of the United Nations Human Rights Council (UNHRC).

He emphasized that Hong Kong has a constitutional responsibility to legislate on Article 23 of the Basic Law, which has been neglected for the past 26 years since Hong Kong's return to the People's Republic of China in 1997, and will finally be fulfilled soon.

Ho said the majority of the public consultation submissions indicated support for its implementation. 

"I believe no one shall ever again feel unsafe to the bullying and intimidation to the hands of domestic terrorists in Hong Kong. Article 23 will serve as a crucial safeguard protecting the national security and social stability of Hong Kong," he said.

Its implementation will codify necessary procedural safeguards in line with international human rights standards, as enshrined in the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights, and international labor conventions, as stated in Article 39 of the Basic Law, he added.
