Former Secretary for Food and Health Ko Wing-man pointed out that the incubation period of COVID-19 usually lasts for four to seven days. Based on this projection, the third wave of the Hong Kong local epidemic outbreak coincides with the illegal assembly on July 1.

"Hundreds of confirmed cases involved patients who had participated in illegal processions on July 1 or had contact with patients who had gone to Wan Chai and Causeway Bay on that day," he said.

Ko Wing-man added that the government had stipulated that gathering crowds should be restricted and that the July 1 event itself was already illegal and should not be held.

Ko stressed that the HK government has rolled out a series of measures and regulations to fight the epidemic and HK people have the responsibility to comply with them. It is extremely irresponsible to organize large-scale gathering activities despite the restriction on gathering, disregarding the health of the public.
