Florida sues OpenAI, accusing ChatGPT of prioritizing profits over public safety

Florida Attorney General James Uthmeier on June 1 filed a civil lawsuit against AI startup OpenAI and its chief executive, Sam Altman, accusing the company and its chatbot, ChatGPT, of contributing to violence. The state also alleged that ChatGPT causes younger users to become addicted, putting them at risk.

The case is described as the first US government-led civil lawsuit targeting ChatGPT.

Citing reports by AFP and Reuters, Uthmeier said at a press conference that OpenAI and Altman, in pursuit of commercial interests, ignored internal warnings and misled young users.

"Sam Altman and ChatGPT have chosen the AI race over the safety and security of our kids. They have chosen profit over public safety, and we're not going to stand for it in here in Florida. So we will hold them accountable," Uthmeier said.

Uthmeier specifically pointed to a recent campus shooting in the state, saying the gunman had asked ChatGPT before carrying out the attack which type of firearm and bullets to use. 

The lawsuit further argues that ChatGPT has no age-verification requirements, and that its paid subscription process only asks users their age nominally, without enabling parents to see conversations involving minors.

Uthmeier is asking OpenAI to strengthen protections for underage users, seeking US$10,000 (about HK$78,400) in damages for each alleged violation.
