The results of the Pay Trend Survey, which influence pay raises for civil servants, were unveiled today. By convention, the government deducts the incremental pay scale expenditure for the relevant pay band from the "overall pay trend indicator" to arrive at the "net pay trend indicator". Speaking to reporters today (May 28), the Secretary for the Civil Service, Ingrid Yeung, said the net pay trend indicators are 4.12% for senior-level civil servants, 2.64% for middle-level, and 1.17% for junior-level.
She stressed that these indicators are just one of six major factors to be considered. She will meet with staff-side representatives next week and report to the Executive Council in due course. After full deliberation, the Executive Council will make a balanced and most appropriate decision.
Yeung also noted that civil servants' pay step increments must be directly linked to job performance, and only those whose performance is satisfactory will receive such increments. Employees rated between levels 4 and 6 on a six-level rating scale should not receive pay step increments.
