Mohammad Bagher Ghalibaf, Speaker of the Islamic Consultative Assembly of Iran

According to Iranian sources, the Speaker of the Islamic Consultative Assembly of Iran, Mohammad Bagher Ghalibaf, returned to Iran on May 26 after concluding his visit to Qatar.

Iranian media reported on the same day that during his visit to Qatar, Ghalibaf pushed for the unfreezing of US$24 billion in Iranian funds and achieved certain results.

According to Iranian sources, on May 25, an Iranian delegation, including Speaker of the Islamic Consultative Assembly Mohammad Bagher Ghalibaf and Foreign Minister Abbas Araghchi, arrived in the Qatari capital of Doha on the same day for talks with Qatari Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani. The talks were aimed at discussing the possibility of reaching an agreement between the United States and Iran to end the war.

According to sources, one of the main points of disagreement in the current US-Iran negotiations is the unfreezing of Iranian overseas funds. Ghalibaf's visit to Qatar this time is precisely aimed at facilitating the smooth unfreezing of these funds.

A source close to the negotiating team said that the Iranian side has proposed a clear timetable for the release of funds, demanding that half of the $24 billion be unfrozen immediately after the issuance of a memorandum of understanding between Iran and the United States, with the remaining portion to be unfrozen within 60 days.

To guard against a potential US breach of agreement, Iran is adopting a "no funds, no deal" stance — refusing to sign any agreement until the funds are actually released.

According to a source familiar with the matter, citing the history of the United States "breaking its promises," the Iranian side insists that "no agreement can be reached" until the agreed-upon funds are in place, and that Iran has made preparations for all possible scenarios.
