Hong Kong successfully held the second Legislative Council election under the improved electoral system on December 7. Through the concerted efforts of the government and all sectors of society, this election overcame challenges posed by recent incidents. This election demonstrates the resilient spirit of Hong Kong society in uniting to tackle obstacles.
This election not only consolidated and deepened the phased achievements of electoral system reform but also further advanced the refinement and innovation of the Legislative Council's functions in practice. It also serves as renewed validation of the superiority and vitality of the new electoral system, as well as a means to pursue a high-quality democracy tailored to its realities. It holds profound and positive significance for fully implementing the principle of "patriots governing Hong Kong," continuously enhancing governance efficacy, deepening reforms across various sectors, and achieving long-term prosperity and development.
This election fully demonstrated the advanced nature and superiority of the new electoral system. The candidates and their teams participated in a fair, rational, and constructive competition, which collectively fostered a positive and healthy electoral culture. The broad electorate actively exercised their civic rights with a strong sense of responsibility, voting enthusiastically to express their earnest aspirations for Hong Kong's future development. The civil service set an example by voting, and people from all walks of life were encouraged to follow suit. This created a strong social synergy that helped improve people's lives and the economy in Hong Kong.
In this new phase and facing new circumstances, members of the new-term Legislative Council carry the profound expectations of all sectors of society. They need to play crucial roles in key tasks such as fully boosting the economy, planning for long-term development, improving social welfare and people's livelihoods, and advancing deeper reforms. They must also actively promote Hong Kong's better integration into the overall national development landscape and serve national strategies.
To meet the new requirements of Hong Kong's development, members can focus on fulfilling the following key roles, which are acting as "resource connectors" who promote cross-sectoral collaboration. Regarding district affairs, in addition to geographically directly elected members, members from functional constituencies and the Election Committee constituency can also pool their efforts. By collaborating with District Council members and other local organizations, they can jointly promote cross-sectoral cooperation that benefits the community.
Taking issues of concern to Central and Western District residents—such as the local economy, pet-friendly policies, and the development of emerging sports—as examples, the active participation of members from relevant sectors, including catering, transport, and social welfare, is essential for jointly exploring innovative cooperative solutions. Furthermore, members should proactively act as bridges for the government, connecting internal and external resources and networks and creating collaborative spaces between the government and various sectors to jointly address social issues.
