The SAR government has stated that it will not implement the MSW Charging Scheme within the current term. Secretary for Environment and Ecology Tse Chin-wan wrote in his blog today (Sept. 27) that, given the current economic environment, public sentiment, and economic transformation, the government should adapt its strategies for promoting waste reduction and recycling to maximize overall social benefits.
Tse noted that waste charging is merely a tool aimed at encouraging waste reduction, recycling, and achieving zero landfill waste. However, there is currently a lack of broad public and societal support for the charging scheme. Moreover, the various waste reduction and recycling initiatives launched by the current government have already shown significant results.
Therefore, the government should tailor its approach to advancing waste reduction and recycling efforts based on the current circumstances. Taking various factors into consideration, the government will continue to suspend the implementation of waste charging and will focus on promoting public awareness, education, and improving the recycling network to encourage widespread waste reduction and sorted recycling.
