The Okinawa Prefectural Assembly unanimously passed an ordinance and budget bill for a new accommodation tax during its September regular session, with the tax set to take effect in 2026.
According to Japanese media reports, the tax will be levied at a rate of 2% per person per night, based on the accommodation fee, with a cap of 2,000 yen. Five municipalities—Ishigaki City, Miyakojima City, Motobu Town, Onna Village, and Chatan Town—plan to synchronize their implementation of the tax with the prefectural government. Exemptions will apply to student educational activities, such as school trips, participation in local competitions, and club activities.
The Okinawa Government estimates annual revenue from the accommodation tax to reach 7.78 billion yen. These funds will be used to enhance tourism crisis management, improve the quality of tourist services, and elevate residents' living standards. The government emphasized that this measure aims to ensure the sustainable and healthy development of the tourism industry.
