Hainan Free Trade Port to officially launch island-wide independent customs operation on Dec. 18

According to Xinhua News Agency, Wang Changlin, Deputy Director of the National Development and Reform Commission, announced at a State Council Information Office press conference on July 23 that the specific date for the closure of Hainan's free trade port, approved by the Party Central Committee, is set to officially launch on December 18, 2025.

Wang stated that December 18, 1978, marked the beginning of the great journey of reform, opening up, and socialist modernization with the Third Plenary Session of the 11th Central Committee of the Party. Launching the closure operation on this date carries significant symbolic meaning and demonstrates China's unwavering determination and confidence in expanding high-level openness to the world. He mentioned that there are still a few months to prepare, and efforts will be made to help businesses fully understand the closure policies and conduct relevant business tests.

Wang added that the closure does not mean isolating the island but aims to further expand openness and promote the high-quality development of Hainan's free trade port. After the closure, exchanges between Hainan and the international community will be more smooth and free, and connections with the mainland will remain convenient and efficient. According to the current closure system design, most goods and all personnel, items, and transportation vehicles entering and exiting Hainan Island will continue to be managed according to existing regulations, with no changes before and after the closure, except for certain goods that will require inspections when entering the mainland. He stated that travel for business or tourism to Hainan will remain the same as it is now, without the need for additional documentation.
