
On July 17, local time, the spokesman for Russian President Vladimir Putin, Dmitry Peskov, stated that Russia is awaiting a proposal regarding the date for the third round of negotiations with Ukraine, which will be confirmed after the exchange of military personnel's remains is completed. Additionally, Russia plans to discuss a draft memorandum during this round of talks.
Peskov also noted that despite the United States facilitating the negotiations, direct contact between Russia and Ukraine is being maintained. The Russian side is keeping in touch through presidential aide Mikhail Mishustin with their Ukrainian counterparts, while the U.S. is coordinating in the background. Russia is uncertain whether Ukraine's refusal to agree on a new round of negotiations is related to Western influence.
On June 2, the two sides held the second round of talks in Istanbul, Turkey. Russian Foreign Ministry spokesperson Maria Zakharova previously indicated that Russia is drafting a memorandum concerning the future peace agreement, which will outline the principles and potential timelines for resolving the crisis.
