
The Hong Kong Housing Authority (HA) will pass on the rates concession for the first quarter of 2025-26 to domestic and non-domestic tenants starting in April 2025, as outlined in the Financial Secretary's Budget Speech.
Domestic tenants will receive the concession monthly over three months, from April 1 to June 30, 2025, with a ceiling of $500 per rateable property. Adjustments will be made on a pro-rata basis for partial tenancies.
This arrangement applies to all domestic lettings, including interim housing licensees. For non-domestic properties, the Commercial Properties Committee (CPC) will also waive monthly rates from April to June 2025, capped at HK$500 per property.
Car parks are excluded from this concession due to low benefits for individual users and high administrative costs. Funds collected will be reinvested in enhancing HA facilities.
The total estimated concession for domestic tenants is about HK$397 million, while non-domestic tenants will receive approximately HK$4.5 million. Detailed arrangements will be communicated by the Housing Department.
