
Currently, private vehicles with dual license plates traveling between Hong Kong and the Mainland are generally limited to designated ports for entry and exit. Regarding the progress of the "multi-crossing permit" research, Chief Executive John Lee stated today (March 18) before attending the Executive Council meeting that this measure is convenient for drivers but requires ensuring smooth operations at all ports, necessitating comprehensive consideration.
Lee emphasized that without any restrictions, certain more accessible ports could easily experience congestion or even traffic overflow. Additionally, since the operation of the ports involves both regions, the management departments from both sides need to coordinate to ensure that if one place faces traffic congestion, the relevant authorities in the other place can respond promptly. This requires mutual agreement between the two governments to implement.
He noted that since 2023, the government has allowed certain taxis and cross-boundary buses to use different ports. The government will study the current practices, gather more opinions, and aim to make traffic management at the ports smoother and more aligned with public expectations. The Hong Kong SAR government will work with relevant mainland agencies to monitor the situation and explore related issues.
