According to a report from Xinhua, the State Administration of Radio and Television announced a "Management Notice (AI Magic Modification)" on Dec. 9. It highlighted that recent AI-modified videos have become increasingly realistic, with frequent occurrences of classic works being altered. The notice requires relevant provincial departments to urge short video platforms in their jurisdictions to inspect and remove AI-modified film and television content.
The management notice pointed out that such AI modifications include classics like "Empresses in the Palace" being transformed into "action films", "Dream of the Red Chamber" turned into "martial arts dramas", and Sun Wukong riding a motorcycle, etc.
The notice criticized these videos for seeking views at any cost. They disrespect classic intellectual properties, undermine traditional cultural understanding, and contradict the spirit of the original works, potentially constituting infringement.
To create a clearer online audio-visual space, the management notice proposed specific management requirements. For example, relevant provincial departments should urge short video platforms to inspect and clean up AI-modified film and television content, providing feedback on their progress within a set timeframe; strictly implement content review requirements for generative artificial intelligence, conduct self-inspections of large models or AI special effects developed by their platforms; enforce strict access and monitor all related technical products used and disseminated on the platforms.
