A Hong Kong woman tragically died on Oct. 20 while parasailing in Phu Quoc, Vietnam. Despite the grieving family's attempts, local authorities have not issued a death certificate, preventing the repatriation of her body. The family, stranded for 11 days, sought assistance from the Hong Kong Immigration Department.

On Oct. 31, the Immigration Department confirmed that the Chinese Embassy had intervened, contacting the family and working with local agencies to expedite the handling of the woman's affairs, including the issuance of a death certificate.

The woman, accompanied by three family members, traveled to Phu Quoc on Oct. 19, planning to return to Hong Kong on Oct. 24. However, the following day, while participating in a parasailing activity, the parachute failed to launch properly, and she was pulled into the sea. She was later rescued and transported to a hospital, where, despite initially having a heartbeat, she was ultimately pronounced dead outside the hospital, according to medical documents.

The family expressed to local law enforcement that they did not seek blame, only the swift return of her body to Hong Kong. However, citing ongoing investigations, local authorities had not issued the death certificate. The family then reached out to the Chinese Embassy and the Hong Kong Immigration Department for help.

The Immigration Department immediately liaised with the Office of the Commissioner of the Ministry of Foreign Affairs of the People's Republic of China in Hong Kong (OCMFA) and the Embassy of China in Hanoi to understand the situation and offer appropriate advice and assistance per the family's wishes. The embassy, after being informed, contacted the family and coordinated with local entities to speed up the process, including obtaining the necessary death certificate. The Immigration Department stated they would continue to closely collaborate with the family, the embassy, and the consulate to actively follow up on the case and provide feasible assistance as desired by the family.
