'Youth Post' hostel in Kai Tak to start orderly operation within next year: Alice Mak
The 2024 Policy Address proposes to convert the Kai Tak Community Isolation Facility into the "Youth Post" hostel and spaces for cultural and arts exchanges for youths.
The Secretary for Home Affairs and Youth, Alice Mak, stated at a press conference that the plan is to select a suitable organization to operate this new youth facility through an open tender process, aiming for the tender to be awarded by the end of this year, with the facility expected to commence operations in an orderly manner next year.
"The authorities are currently drafting the tender documents in collaboration with relevant policy bureaus and departments."
Mak also mentioned that the government plans to regularize the Care Team initiative and increase the funding for the next phase by 50%.
To further improve the management of "three-nil buildings" (without owners' corporations, residents' organizations, or property management companies), the authorities will implement a "Joint Property Management" pilot scheme next year. This scheme will involve a single property management company jointly managing adjacent or nearby old-style buildings in the same community, allowing for shared management costs. This aims to provide basic building management services at a more affordable price, thereby improving the living environment.
The Home Affairs Department is meeting with various stakeholders and will finalize and announce the details of the plan later.
