Kevin Yeung, Secretary for Culture, Sports, and Tourism, emphasized the importance of meticulous planning for crowd management at the soon-to-open Kai Tak Sports Park, slated for its grand opening in the first quarter of next year.

With the main venue expected to host up to 50,000 spectators, Yeung highlighted the need to carefully handle crowd movements, particularly during dispersal, and coordinate with railway services. He mentioned considerations such as the nature of events likely to attract more elderly attendees and children, and the feasibility of walking to the nearby Diamond Hill station. The authorities are reviewing which plans will work best.

Yeung also discussed revisiting the renovation plans for the Hong Kong Stadium on a radio program. Given the aging facilities and the city's push to host major events, he believes it is an opportune time for a review.

An attachment to the policy report mentioned that the "Blueprint for Arts and Culture and Creative Industries Development" proposed in last year's Policy Address had not been published as scheduled. Yeung revealed that a draft was prepared last year but further input from the industry is needed to refine the measures. Many sections have been rewritten, and further discussions with the Culture Committee are planned. He sees potential for the cultural arts sector to move towards industrialization, leveraging more commercial and social resources to promote the development of the arts.
