
A few people were still surfing in the sea after the closure of Shek O Beach yesterday (Sept. 5). Staff from the Leisure and Cultural Services Department (LCSD) waited at the shore and initiated action once the surfers were back to the shore. However, three surfers managed to escape into Shek O village without paying a fine of $2,000.
The Hong Kong Observatory issued Gale or Storm Signal No. 8 at 18:20 yesterday. LCSD announced the temporary closure of all gazetted beaches under its management.
According to reports at the scene, two surfers who came ashore were chased by LCSD staff after two lifeguards had set up a cordon. The two surfers, who were very athletic, ran barefoot with their surfboards into Shek O Village.
The LCSD staff sought help from the police. About 20 minutes later, the last surfer came ashore, who was immediately chased by the staff but eventually managed to escape.
In accordance with the Bathing Beaches Regulation under the Public Health and Municipal Services Ordinance (Cap. 132, sub. leg. E), any failure to comply with the temporary closure arrangements is an offense and the offender will be liable to a maximum fine of $2,000 and imprisonment up to 14 days upon conviction.
Chan Kwok-ki, Chief Secretary for Administration's Private Office, has previously criticized such behaviors in public and stressed that the government will take resolute law enforcement action.
