 Paul Chan, the financial secretary, stated on his blog on Sunday (Aug. 11) that Hong Kong ought to assist in modernization and integrate with the nation's overall development.

Chan said that the Third Plenary Session held in Beijing last month passed the "Decision of the Central Committee of the Communist Party of China on Further Deepening Reform and Promoting Chinese-style Modernization," which outlines Hong Kong's strategic positioning in leveraging the advantages of the "One Country, Two Systems" framework, enhances the city's status as an international hub, and supports Hong Kong in gathering top international talent.

As an international financial center, Chan said that Hong Kong should fulfill its role as an offshore RMB business hub, focusing on shipping center development, smart shipping, and green shipping, to make Hong Kong a "cross-border supply chain management center" that provides one-stop support for mainland enterprises in expanding their production capacity and supply chain layout overseas.

Chan said this will generate new trade service demands and attract greater opportunities.

In order to draw more elite international talent to the region, he said that the SAR government is actively seeking talent and has started a number of programs like the "Top Talent Pass Scheme," which promotes talent development and improved living conditions.
