On the afternoon of July 19, the Liberal Party submits its proposal for the 2024 Policy Address to the Chief Executive, John Lee. When talking about the HK$3 billion AI funding scheme, Vice Chairman of the Liberal Party, Nicholas Chan, expressed his strong agreement.

Regarding policies such as the AI funding scheme and the setting up of an AI supercomputing center at Cyberport in the Policy Address, Chan suggested the enactment of a dedicated AI law.

"Hong Kong's laws on AI are lagging behind. To make Hong Kong a fertile ground for AI development, it is not enough to patch up the laws on copyright issues alone, and it is also difficult to take into account issues that are inevitably related to AI, including morality, transparency, traceability, and privacy," he said.

Chan suggested that Hong Kong should establish a comprehensive legal framework to ensure the transparency of generative AI systems and prevent technology companies from promoting and disseminating AI-generated content on harmful topics such as abuse, harassment, and self-harm, and that a new set of AI certification standards should be established to ensure the ethical use of AI in Hong Kong and provide developers with more confidence in developing and accelerating the transformation of Hong Kong's industries.

"Although there is no international consensus on the legal aspects of AI, it does not mean that Hong Kong should not be the representative for the development of a sustainable and effective regulation of AI and develop it into an international benchmark," Chan said.

With excellent intellectual property law experts and a large number of talents with international political acumen, Hong Kong is well-positioned to take the lead in taking a step forward in generative AI legislation, send a clear signal to the international community, and build an "AI ecosystem" with Hong Kong characteristics by combining the advantages of Hong Kong's status as an international financial center and the leadership of AI basic research in Hong Kong's tertiary institutions, according to Chan.
