
On the night of June 12, CLP Power Hong Kong Limited (CLP) experienced an 11kV cable failure in the Wong Tai Sin area, resulting in a power outage for approximately 2,250 households for about four hours, with complete power restoration only achieved by early morning.
In a written response to a Legislative Council member's question today (July 3), Secretary for Environment and Ecology Tse Chin-wan stated that he had met with the Managing Director of CLP Power Hong Kong Joseph Law the day after the incident, suggesting that CLP issue goodwill vouchers to affected residential customers, similar to the compensation given during the Yuen Long cable bridge fire incident two years ago.
Tse expressed confidence that CLP, as a socially responsible company, would seriously consider the suggestion.
During his meeting with Law, Tse requested that CLP funds and the Electrical and Mechanical Services Department (EMSD) hire an independent consultant to report to the EMSD Director.
The EMSD and CLP have already established a "Task Force on Review of CLP's Power Supply System," which has commenced its work.
The EMSD is currently following up on recruiting an independent consultant, aiming to complete the review and submit a report within 12 months.
Additionally, the EMSD is preparing to set up a "Steering Group on Review of CLP's Power Supply System," which will invite local experts and academics to oversee the consultant's work and provide feedback on the report.
The first meeting of the Steering Group is tentatively scheduled for August this year.
Tse further noted that the Environment and Ecology Bureau had earlier proposed to CLP the establishment of a penalty scheme for major voltage dip incidents, which should be included in the current regulatory agreement with CLP. CLP is still considering the government's proposal.
