Hong Kong Legislative Council (LegCo) Chairman Andrew Leung has stated that although Hong Kong has experienced highs and lows in the 27 years since its reunion with the motherland, he believes the city will ultimately emerge stronger and better.

In an interview on a local TV program, Leung acknowledged that Hong Kong's path over the past 27 years has not been easy.

At present, there are a total of 90 Members in the Legislative Council. Leung said being the President is as challenging as ever because Members have different backgrounds and views. He describes himself as a director, with 89 people wanting to play the leading role, which is naturally challenging, but the most important thing is to work for the good of Hong Kong.

Reflecting on his time as LegCo Chairman, Leung mentioned that the legislature had descended into chaos before 2016, with pan-democratic members frequently filibustering and obstructing the passage of bills or budgets. During this time, Leung was encouraged to run for the Chairman position, as he also wanted to restore order, believing the legislature should not disrupt Hong Kong.

Leung likened Hong Kong's situation to the race between the tortoise and the hare, where Hong Kong, being the hare, had not been putting in the effort to run, allowing other regions to catch up. He hoped Hong Kong could return to its normal state.
