Zheng Yanxiong, Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region Director, attended a luncheon meeting of the Legislative Council and delivered a speech today (June 28).

Zheng pointed out that the first experience of Hong Kong's development is to navigate the changes and create new opportunities. Currently, Hong Kong must maintain historical confidence and initiative, find opportunities amidst uncertainties, and proactively embrace a bright future of prospering in times of change.

"Firstly, it is crucial to uphold the principle of 'one country, two systems' and make good use of Hong Kong's unique status, serving as a demonstration zone for institutional innovation. Institutional innovation is the greatest driver of productivity. It is essential to leverage the advantages of being backed by the motherland by transforming the convenience of riding on China's modernization into development opportunities. Additionally, making good use of the advantage of connecting with the world by transforming the convenience of connecting with the global market system into development efficiency. Furthermore, utilizing the advantage of "bridging the two systems" by converting the role of being a 'super-connector' into a 'super wealth-generating spot' and creating vivid examples of institutional innovation."

"Secondly, it is crucial to maintain international advantages and make good use of external relations, serving as a gateway to the world. With China's rapid modernization, Hong Kong acts as a super bridge for the world to understand, access, and engage with China. By integrating into the nation, Hong Kong can better integrate into the international community and embrace the world."

"Thirdly, it is essential to uphold the foundation of development and make good use of opportunities in China, positioning Hong Kong as a pioneer in China's modernization. Grasping central government policies is a prerequisite for utilizing opportunities in China. Both the SAR government and the Legislative Council have the responsibility to interpret and promote these policies to the public. Hong Kong must lead in China's modernization, taking the forefront in high-quality development and daring to be the leader in specific sectors."

"Fourthly, it is vital to uphold the spirit of the rule of law and make good use of the common law system, serving as a model of governance under the rule of law. The rule of law is the solid foundation of Hong Kong's excellent business environment, and the common law system is the cornerstone of Hong Kong as one of the three major international centers. Hong Kong should be adept at using legal thinking and methods to solve governance challenges, continuously improving the legal system and institutional framework in Hong Kong, and adhering to the principle of 'patriots administering Hong Kong.'"

"Fifthly, it is crucial to uphold the highest principle and make good use of the legal sword to safeguard national security. The law on safeguarding national security should be effectively utilized as a deterrent, and the peace and stability of Hong Kong should be maintained while safeguarding national security."

"Sixthly, it is essential to uphold cultural characteristics and make good use of the power of culture, becoming a pioneer in the revival of Chinese culture. Hong Kong is a unique cultural region that leads in shaping trends. In the journey of the great rejuvenation of the Chinese nation, culture will undoubtedly be the forerunner. Hong Kong must have a high degree of cultural confidence, promote the transformation and innovative development of its own culture, and embrace the revival of Chinese culture."

Zheng emphasized that Hong Kong currently enjoys a rare good momentum amidst the turbulent world. It is the obligation and responsibility of every stakeholder to maintain and develop this new atmosphere, positive momentum, and positive energy. The coordinated efforts of the SAR's executive, legislative, and judicial branches, as well as various sectors of society and all citizens, are the inevitable choice for navigating the current changes and creating a new future for Hong Kong.
