Jonathan Chow: National security law enables effective district governance

Jonathan Chow, Islands District Council Member of Hong Kong SAR, delivered a video speech at the 55th session of the United Nations Human Rights Council on March 20.

In the speech, he stated that the period before the National Security Law was fraught with unrest, severely affecting HK's district governance. However, its implementation in 2020 was a significant turning point, steering Hong Kong from turmoil to stability. Last year's District Council Elections were a testament to this change, allowing candidates to engage in meaningful debate and focus on improving the livelihood of our residents, he added.

He said, "Since I took office, I have witnessed significant transformation in local governance. The current District Council plays a vital role in supporting the government to deliver district services more effectively. The diverse composition of the council has enabled us to exert our collective strengths in serving our residents more adequately."

He added that the government also introduced a performance monitoring mechanism to ensure they meet public expectations and maintain accountability.

"Politics, to me, is not just about election campaign; it's about people's lives and delivering results. Good governance means keeping promises and addressing the needs of the community. On that, I can assert with confidence that Hong Kong is on the right direction. We stand with the people, for the people and dedicated to the community's well-being."
