44,000 talents arrive in HK via Top Talent Pass Scheme

In response to questions raised by Legislative Council members, Secretary for Labour and Welfare, Chris Sun Yuk-han, stated in written replies today (March 13) that the "Top Talent Pass Scheme" has received an enthusiastic response since its launch at the end of 2022.

As of the end of February this year, over 72,000 applications have been received, with nearly 59,000 applications approved and approximately 44,000 individuals having arrived in Hong Kong. When combined with approvals from other talent admission schemes since last year, a total of approximately 108,000 talents have entered Hong Kong.

Sun estimated that the Top Talent Pass Scheme can contribute approximately HK$34 billion in direct economic value annually, equivalent to about 1.2% of the local Gross Domestic Product (GDP).

Sun revealed that the government has recently conducted a first-round follow-up survey on individuals who have entered Hong Kong through the Top Talent Pass Scheme and have stayed for more than six months. The survey aimed to understand their settlement situations or plans in Hong Kong, including their employment, residence, and children's education.

He added that in addition to their economic contributions, the talents admitted through the scheme and their spouses are generally younger, with over half being below 40 years old. As they settle in Hong Kong with their young children, they contribute to the local workforce and have a positive impact on the population structure of Hong Kong.
