China's Xiamen launches 16 measures to boost 'new quality productivity' and lure overseas investment

The Xiamen Municipal Government has recently launched 16 "hard-core" measures on the in-depth implementation of science and technology innovation, with an aim to boost the cultivation of "new quality productivity," and accumulate new potential for future development.

The new Chinese buzzphrase, "new quality productivity," also translated as "transformative productive forces," means leveraging scientific and technological innovation to boost economic productivity.

Xiamen's measures covered four aspects, including enhancing the innovation engine function of Xiamen Science City, creating a high-performance industry-university-research synergistic innovation platform, constructing China-BRICS science and innovation incubator in the new era, and strengthening scientific and technological exchanges and cooperation.

In order to enhance the function of Xiamen Science City innovation engine, Xiamen will promote R&D industry agglomeration, improve the full-chain industrial incubation service system featuring "new R&D institutions + proof of concept center + small test pilot platform + benchmark incubator + future industrial park".

For enterprise-type new R&D institutions with a total investment of more than 100 million yuan, a maximum of 100 million yuan will be given as financial support. For small pilot platforms and proof-of-concept centers to be included in the city's public technology service platform system, a maximum of 20 million yuan will be given as financial support.

In order to create a high-level industry-university-research collaborative innovation platform, Xiamen will also accelerate the construction of large-scale scientific research infrastructure. A recognized national-level enterprise technology center will be given a five million yuan one-off award. For newly approved national key laboratories, national engineering research centers and other state-level platforms, a one-off reward of 30 million yuan will be given; those with excellent assessment and evaluation will be given 5 million yuan of annual operating funds.

In order to promote the construction of the China-BRICS New Era Science and Innovation Incubator, Xiamen encourages renowned universities and institutes in BRICS countries and internationally renowned technology transfer institutions, science and technology cooperation organizations to set up sites in the incubator, subsidizing the office expenses of 1 million yuan in the first year of operation, and 1 million yuan of operating expenses support per year for two consecutive years after one year of stable operation.

For the technology transfer organizations that contribute to the transformation of scientific and technological achievements of BRICS countries in Xiamen or vice versa, they will be rewarded with 5% of the actual technology transaction amount, with a maximum of 200,000 yuan for a single project and 1 million yuan per year for each organization. Up to 2 million yuan of financial support will be provided to BRICS innovation and entrepreneurship competitions and training camps.

Xiamen will also promote the implementation of the international large-scale scientific program on negative marine emissions, strengthen scientific and technological and industrial exchanges and cooperation with Beijing-Tianjin-Hebei region, the Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area and other regions, as well as countries and regions along the "Belt and Road", and build overseas collaborative innovation centers, and provide the operating cooperation partners with a combination of "operating subsidies + performance incentives" at a maximum of 5 million yuan per year.
