The government is conducting a public consultation on the legislation of Article 23 of the Basic Law.

Former Secretary for Justice Rimsky Yuen said in a TV program that there is nothing wrong with Hong Kong following the Mainland's definition of national security.

Yuen noted that there were precedents in the Court of Final Appeal that the whole country could only have one foreign policy.

"It was not possible to have one foreign policy for Beijing and one foreign policy for Hong Kong, and by the same token, national security should also be the same concept," he said.

In his view, a definition of national security in Mainland laws already exists, so there is nothing wrong with Hong Kong following this definition, and this will also ensure that the convergence between Hong Kong and the Mainland will not give rise to legal problems due to any conflict or contradiction.

As for the press's concern about the legislation of Article 23, Yuen said that it is necessary to strengthen communication, pointing out that some industries also had worries at the initial stage of the implementation of the national security law. "Still, after a few months of communication, their worries have been eased," he added.
