The government on Tuesday (Jan. 30) launched a public consultation on enacting Basic Law Article 23 national security legislation.

Chief Executive John Lee announced that the Basic Law Article 23 Legislation Public Consultation Document will be published on the website of the Security Bureau in due course, and printed copies will also be distributed to the public at designated locations.

In addition, the government will organize a number of briefings, not only for the local public, but also for foreign consuls and foreign chambers of commerce. Members of the public are welcome to give their views during the consultation period, which runs from today to Feb. 28, he added.

Lee also pointed out that after the Hong Kong National Security Law came into effect, HK has gained practical experience in national security work and the courts have gained experience in adjudicating national security cases, adding that there are a large number of legal provisions and enforcement experiences in foreign countries for reference, which are set out in the consultation paper and are of great help to the public in giving their views.

Lee said he hoped that the Article 23 legislation could be finalized as soon as possible, so as to put an end to this problem which has been harassing HK for 26 years.
