Govt submits Legislative Programme to LegCo, legislation of Article 23 included

The Government today introduced into the Legislative Council (LegCo) this year's Legislative Programme, which includes the legislation for Article 23.

There are a total of 29 Bills in the Legislative Programme, including the Safeguarding National Security Bill, which is under the responsibility of the Security Bureau. The Government has stated in the Legislative Programme that the purpose of the bill is to implement Article 23 of the Basic Law, to improve the relevant laws in order to safeguard national security, and to make provisions for related matters.

The Chief Executive, John Lee, said in an interview last month that the SAR Government will complete the legislation for Article 23 of the Basic Law within next year, and that it was making every effort to study the legislative proposals.

The Chief Secretary for Administration, Chan Kwok-ki, also said in a post on his social network on New Year's Day that the legislative work for Article 23 of the Basic Law will be completed within this year, so as to join hands with HK National Security Law to prevent, stop and punish acts and activities endangering national security in a more effective manner.
