Time-varying tolls will be implemented at the three road harbour crossings - the Western Harbour Crossing (WHC), the Cross-Harbour Tunnel (CHT) and the Eastern Harbour Crossing (EHC) - from 5 am on Sunday (Dec. 17).

Drivers can go through the tunnels and pay the tolls using HKeToll as usual.

The department said although special traffic arrangements are not required for implementing time-varying tolls at the three tunnels, temporary traffic arrangements will be implemented at the EHC and its connecting roads during the Hong Kong Streetathon 2023 event, which will be held on the morning of December 17.

Starting Sunday at 5 am, the tolls from Mondays to Saturdays excluding general holidays for private cars using the WHC will range from HK$20 to HK$60, while those using the CHT and the EHC will range from HK$20 to HK$40; the tolls for motorcycles using the WHC will range from HK$8 to HK$24, while those using the CHT and the EHC will range from HK$8 to HK$16.

During general holidays, the tolls of the three tunnels will range from HK$20 to HK$25 for private cars and from HK$8 to HK$10 for motorcycles.

Transition charging arrangements will be put in place between different time slots to ensure orderly bridging and to safeguard road safety.

The all-day uniform toll of HK$25 for taxis will be maintained at the three tunnels. Other commercial vehicles, including goods vehicles and buses, will be charged at an all-day uniform toll of HK$50 for the three tunnels.

At a press briefing this afternoon, Assistant Commissioner for Transport (Strategic Studies) Leung Sai-ho said traffic at the WHC is expected to be smooth and the queues will be shorter near the CHT after implementation of the time-varying tolls.

"For the WHC, we expect the traffic will be quite similar to the current state because the toll for private cars at the peak hour is kept at HK$60. So we think that even if there is a slight increase in traffic at the WHC, the traffic will still be smooth.

"Regarding the traffic queue length reduction after implementation of the time-varying tolls, we expect that for the Gascoigne Road Flyover, the queue will be reduced from Kowloon West to Queen Elizabeth Hospital."

Before making a trip, motorists can obtain real-time and forecasted toll information via the HKeMobility mobile application and website.

Motorists can also obtain real-time toll information for reference from the displays installed near the toll points in both directions of the three tunnels. After using the tunnels, motorists can check the time of using the tunnel and the toll payable or paid via the HKeToll mobile application and website.

The department noted that significant daily changes in the cross-harbour traffic situation are anticipated in the early implementation stage and the public should plan their journeys in advance.
