Second Reading debate on Mainland Judgements in Civil and Commercial Matters Bill in LegCo to be resumed

The Legislative Council (LegCo) will hold a meeting on Wednesday (October 26) at 11am in the Chamber of the LegCo Complex. During the meeting, the Second Reading debate on the Mainland Judgments in Civil and Commercial Matters (Reciprocal Enforcement) Bill will resume. If the Bill is supported by Members and receives its Second Reading, it will stand committed to the committee of the whole Council. After the committee of the whole Council has completed consideration of the Bill and its report is adopted by the Council, the Bill will be set down for the Third Reading.

Meanwhile, the Pilotage (Amendment) Bill 2022 will be introduced into the Council for the First Reading and the Second Reading. The Second Reading debate on the Bill will be adjourned.

On Government motions, the Secretary for Financial Services and the Treasury and the Secretary for Security will move separate proposed resolutions under the Money Lenders Ordinance and the Security and Guarding Services Ordinance respectively.

On Members' motions, Starry Lee will move a proposed resolution under Rule 77(1) and (2) of the Rules of Procedure.

Edward Leung will move a motion on shortening the waiting time for specialist outpatient services at public hospitals. The motion is set out in Appendix 4. Dr David Lam, Lee Chun-keung and Dr Stephen Wong will move separate amendments to Edward Leung's motion.

Carmen Kan will move a motion on legislating on digital economy and e-Government services. Dr Kennedy Wong and Luk Chung-hung will move separate amendments to Carmen Kan's motion.

During the meeting, the Chief Secretary for Administration will present The Government Minute in response to the Report of the Public Accounts Committee No. 77 of July 2022 and address the Council.

Separately, Members will ask the Government 22 questions on various policy areas, six of which require oral replies.
