
CEO of Hong Kong General Chamber of Commerce George Leung Siu-kay said today (Oct. 2) in a radio program that the business sector hopes that the government could implement the "0+0" arrangements as soon as possible so that tourists and large-scale international business activities will go back to Hong Kong to promote the local economy rebounded significantly.
However, even if the "0+0" is implemented this month or next month, the economy may not benefit in the fourth quarter, Leung said.
Leung explained that the local large-scale events often take one to two months to prepare, while overseas business activities need more time to move back to HK. As a result, it is expected that the first quarter of next year at the earliest to see the relevant benefits, said Leung.
The "0+3" arrangement has been in place for seven days.
According to Leung, a survey of the Chamber showed that about 30% of large enterprises considered moving out of HK when the epidemic was serious in the first half of 2022, and about 10% of enterprises considered permanently moving out, which could be seen as a bad signal.
