
Oscar Kwok Yam-shu, head of the Civil Service College, said in a radio program today (Oct. 2) that the civil service team should have the same goal, and the ultimate goal is to improve and meet the requirements of society.
Kwok, who has the experience of being a police officer, said that the civil servants does not necessarily need to have the disciplinary training of police. He said the most important thing for civil servants is to have the thoughts, ideas, and mentality that they should have.
Kwok believed that HK civil servants are basically very good, while some of them may have the tendency of 'taking a free ride' in their career path, stressing that the number of redundant staff in the civil service team will be further reduced.
According to Kwok, civil servants nowadays do not know enough about the country's situation, which is a problem left over from history.
Kwok said he plans to visit Beijing, Shanghai, and Singapore in the future to understand the operation of civil service colleges there.
