Speaking at a government press conference today (March 31), the Chief Executive, Carrie Lam, said that although Hong Kong's COVID-19 epidemic situation is gradually becoming stable, there are still about 7,000 new confirmed cases per day and it is not yet the best time to conduct universal testing.

Lam said as rapid antigen test (RAT) kits are included in the anti-epidemic service bags, which will be distributed to all households in the city, the government will consider whether this relatively accurate and convenient tool can be used by the public for the time being to study the current infection situation in HK. Details will be announced later.

The anti-epidemic service bags will be distributed to all HK citizens from Saturday (April 2). 20 RAT kits, 20 KN95 masks, proprietary Chinese medicines,  and an anti-epidemic information handbook are contained in each bag.  Lam said earlier that the purpose of distributing the service bags is to enhance the public's awareness of epidemic prevention, and encourage the public to use the rapid test kits more frequently so as to identify any possible infection as early as possible.
