Hong Kong's Chief Executive Carrie Lam recently delivered her fifth Policy Address, in which she proposed the development strategy of the "Northern Metropolis" with a land area of over 300 square kilometers.
Speaking at a radio program today (Oct. 9), she said the government has started planning the development strategy as early as the start of this year, reiterating that the development of the Northern Metropolis would not be a loss-making business.
"After developing the new metropolitan area, even building more public housing for sale will make a profit," she said.
The mega-project unveiled in the Policy Address is planned to house 2.5 million people. Lam said that HK is good at fundraising at a low cost through issuing bonds, and any investor or accountant would see the project as a worthwhile investment.
