USPS stops receiving HK packages, e-commerce customs clearance, transportation costs increased

On Feb. 4, the United States Postal Service (USPS) announced that it would temporarily suspend the acceptance of inbound international packages from mainland China and Hong Kong, effective immediately. Letters will not be affected by this suspension, which will continue until further notice.

Mr Willy Lin, Chairman of the Hong Kong Shippers' Council, stated today (Feb. 5) that in recent years, many mainland e-commerce products have been handled by postal services in mainland China or Hong Kong for delivery worldwide. He believes this measure will have a severe impact on e-commerce platforms, with some goods potentially getting stuck in Hong Kong, leading to American consumers possibly being unable to receive their items and requesting refunds.

Lin also mentioned that some businesses may halt shipments. If e-commerce companies need to send goods to the U.S., they may opt for large international express delivery companies, which use dedicated courier fleets. However, this could increase costs by up to 50%, and the customs clearance process may be more complicated, resulting in delays of several days for delivery. Citizens in urgent need of sending packages to the U.S. will have to choose large express delivery companies, which are also expected to take a longer time to deliver.

Lam Kin-fung, a non-official member of the Executive Council (Exco) and member of the Legislative Council (Legco) expressed confidence that the business community will adapt flexibly. In addition to postal methods, other delivery options or technological alternatives may be explored. He noted that the U.S.-China trade war originated from the U.S., and the Hong Kong business community is prepared, having shifted some production lines to other parts of Asia in recent years, anticipating that the impact will not be significant.
