Etomidate classified as controlled substance: Trafficking and manufacturing subject to life imprisonment

In response to the recent abuse of etomidate, the main active ingredient in the "space oil drug," etomidate and three of its analogues will be listed as dangerous drugs in the Gazette starting today (Feb. 14).

The Dangerous Drugs Ordinance (Amendment of First Schedule) Order 2025 will add six substances-butonitazene, bromazolam, etomidate, metomidate, propoxate, and isopropoxate-to the First Schedule of the Dangerous Drugs Ordinance. Notably, metomidate, propoxate, and isopropoxate are analogues of etomidate.

The order will take effect upon gazettal today (Feb. 14). Under the Dangerous Drugs Ordinance, trafficking and illicit manufacturing of these substances can result in a maximum penalty of life imprisonment and a fine of HK$5 million, while possession and consumption can lead to a maximum penalty of seven years imprisonment and a fine of HK$1 million.
