Secretary for Labor and Welfare Chris Sun said in a radio interview today (Feb. 18) that the Commission on Poverty (CoP) is deliberating on a framework to replace the previous poverty line with new indicators for measuring poverty. A conclusion, according to him, will be announced within 2024.
Sun said that it might not be appropriate to talk about a single indicator in the future.
"In the past, we only looked at the income, just like assessing the health condition by looking at the BMI, but there could be a lot of problems, including blood pressure, physical functioning, etc.," he noted.
He pointed out that many elders in Hong Kong who own properties lack not money but care.
"It is necessary to set indicators targeting the characteristics of different groups," he added.
