Xia pointed out that the SAR must deeply understand the legislative intent and purpose of the NSL, to ensure that it is fully and accurately implemented without compromise.
The Central Authorities have fundamental responsibility for the national security affairs of the HKSAR, and have full legislative, law enforcement and judicial powers.
The "one country, two systems" principle must be fully and accurately implemented in order to provide solid protection for national security and the prosperity and stability of Hong Kong, he added.
The SAR should take the initiative to amend and improve local laws to achieve organic unity between local laws and Hong Kong's national security laws, so as to safeguard national security and the prosperity and stability of Hong Kong in accordance with the law.
