Huang Liuquan, Deputy Director of the Hong Kong and Macao Affairs Office of the State Council (HKMAO), said on Tuesday (Sept. 20) that since the 18th National Congress of the CPC, the implementation of "one country, two systems" in Hong Kong and Macao has made new progress and achievements, which are manifested in various aspects.

First, the constitutional order has become stronger and the governance system has been improved.

The Central Authorities' right to comprehensive governance has been implemented, and the SAR's right to a high degree of autonomy has been properly exercised.

With "patriots administering HK", the electoral system has been improved, and a democratic system that is consistent with the principle of "one country, two systems" and conducive to maintaining the prosperity and stability of HK and Macao has been steadily promoted.

The freedoms enjoyed by Hong Kong and Macao residents in accordance with the law are fully protected, he said

Secondly, HK and Macao have overcome challenges and are moving forward steadily.

Huang pointed out that HK's international status has been further consolidated and enhanced, and positive progress has been made in the development of an international innovation and technology center. HK has also made progress in education, science and technology, medical and health services, and its international influence has been significantly enhanced by its expanding diplomatic relations.

Thirdly, Hong Kong and Macao are complementing each other's strengths and developing together with Chinese Mainland, accelerating their integration into the march of the great rejuvenation of the Chinese nation.

HK and Macao have been actively integrated into the overall development of the country and have taken the initiative to dovetail with the national development strategy, he said.

"The areas of exchange and cooperation with the Mainland have been comprehensively expanded and the mechanism has been improved. HK has always been the largest source of foreign investment and the largest re-export of foreign trade for the Mainland. In the process of the great rejuvenation of the Chinese nation, Hong Kong and Macao will certainly make greater contributions," he added.
