HKSAR govt opposes Germany's reported move on HK suspect

The Hong Kong Special Administrative Region (HKSAR) government on Wednesday (Oct. 21) said that it strongly opposed Germany’s reported decision to grant refugee status to a Hong Kong suspect who was accused of committing serious crimes and had jumped bail.

In a statement issued on Wednesday evening, a government spokesman said Chief Secretary for Administration Matthew Cheung Kin-chung met on Wednesday afternoon with Consul General of Germany in Hong Kong Dieter Lamlé at the Central Government Offices.

He said the HKSAR government asked for the meeting, which was also attended by Secretary for Security John Lee Kai-chiu.

Cheung said at the meeting that the HKSAR government strongly objects to the harbouring of criminals under different pretexts by other jurisdictions, according to the statement.

This would only send a plainly wrong message to criminals that they need not face any criminal liability. He stressed that every individual should be responsible for his or her illegal actions, it added.

Cheung reiterated at the meeting that the Basic Law ensures that Hong Kong people enjoy extensive rights and freedoms and that the freedoms of speech, media, publication, association, assembly, procession and demonstration are fully protected under the Basic Law and the Hong Kong Bill of Rights.

According to the statement, prosecutions are made based on the acts and not on the political beliefs or background of the persons involved and there is no question of political persecution in Hong Kong.

Cheung also stressed that anyone accused of breaching the law will face an open and fair trial and that the Hong Kong courts will handle all cases in an independent, fair and just manner.

Cheung said that given Germany's long-standing diplomatic presence in Hong Kong, the German authorities are expected to take into account these factors in determining the veracity of any claims for refugee status.

The HKSAR government would be dismayed if a basic assessment of facts had not been made, according to the statement.

Cheung also said that foreign governments should stop interfering in Hong Kong affairs, which are internal matters of the People's Republic of China.
